Students who do not have a grant cannot receive additional grant support. Additional support is only available for students with grants.
The Erasmus+ Program encourages the participation of individuals with limited means. A person with limited means is a potential participant whose physical, mental, or health condition prevents them from participating in the project/mobility activity without additional financial support.
Application forms must explain why Inclusion Support is needed and include supporting documents (for example, if Inclusion Support is related to disability, a medical report detailing the disability and its level [no older than 3 months] or a photocopy of the disability card, or a medical report for chronic diseases). The form must also include documents confirming that the host higher education institution is aware that the participant requires Inclusion Support and that the institution has the appropriate accommodations. The requested additional grant amounts and the reason for the need should be detailed in the form. The requested grant must be directly related to enabling the participant to engage in the activity.
The final additional grant for Inclusion Support participants will be based on the actual expenditure incurred. Invoices for the use of the additional grant must be obtained and kept in the participant's file to be presented in potential audits. Expenditures not backed by documentation and those exceeding the grant provided for the Inclusion Support beneficiary will not be considered eligible, even if they have been incurred.
To qualify for the grant, a participant with limited means is defined as an individual who is economically and socially disadvantaged and falls under the following categories:
- Those subject to Law No. 2828 (those with a protection, care, or shelter decision issued by the Ministry of Family and Social Services under Law No. 2828).
- Students with a protection, care, or shelter decision issued under Child Protection Law No. 5395.
- Those who are granted an orphan/death pension.
- Spouses and children of martyrs/veterans, and the veterans themselves. 18
- Those who are granted a need pension for themselves or their families (it is sufficient for the student, their parents, or guardian to submit a document proving that they received financial support from municipalities or public institutions [such as Ministries, Social Assistance and Solidarity Foundations, the General Directorate of Foundations, the Red Crescent, AFAD, etc.] at the time of their Erasmus application).
- Disabled individuals.19
- Those who receive pension for needy citizens over 65 or for disabled and needy citizens, or those whose parents or guardians receive a disability or need pension under Law No. 2022 (dated 01.07.1976). 20
- Those who, or their first-degree relatives, receive disaster victim aid from AFAD. 21
Credit and Hostels Institution scholarships, success-based scholarships, one-time aids, and similar grants are not eligible within the scope of this financial support.
